Vapor Barriers and Crawl Space Liners in Chattanooga
The vapor barrier is the part of the job you can see from the access door. Done well, it's what the rest of the system sits on.
A crawl space vapor barrier typically costs $1,500 to $4,000 installed (Fixr, 2025). It is a polyethylene sheet laid over the soil and ideally carried up the foundation walls, with seams overlapped and taped and piers wrapped. On its own it blocks ground moisture; add sealed vents and a dehumidifier and it becomes full encapsulation.
Ground cover, liner, encapsulation: three different jobs
- Ground cover. Thin plastic laid loose on the dirt. Common under older houses, and often torn.
- Vapor barrier liner. A thicker sheet with seams overlapped and taped, run up the walls and sealed, piers wrapped. The ground is closed off.
- Full encapsulation. The liner, plus a sealed access door and vents, plus a way to dry the air.

Thickness and coverage
Liner plastic is sold by thickness in mils. This Old House's 2026 guide prices the material from about $0.05 a square foot at 4 mil to $0.60 at 20 mil, and its expert advises at least 6 mil. Heavier, reinforced liners hold up better where plumbers, pest technicians and HVAC workers crawl across them. Coverage matters as much as thickness: a liner that stops at the base of the wall leaves a band of block or concrete open to the soil behind it.
What the code asks for in Chattanooga
Chattanooga enforces the 2018 International Residential Code (City of Chattanooga). For an unvented crawl, it wants exposed soil under a continuous Class I vapor retarder, joints lapped 6 inches and taped or sealed, and the sheet turned at least 6 inches up the stem wall and fastened and sealed there. It also requires one of its listed ways of handling the air. Plastic on the ground and shut vents, with no drying method, falls short of it.
Before the liner goes down
Water and debris come first. Standing water needs a drainage fix, wet or fallen insulation should come out, and mold on the framing gets treated, because once the plastic is down it hides the floor. Many homeowners do. Overlap the seams generously, tape them, wrap the piers and run the sheet up the walls. The hard part is the crawling. A loose, untaped sheet with the vents still open helps less than people expect.
