Most crawl space trouble here isn't a flood. It's damp summer air and bare dirt under a house that was built to breathe. Here is how sealing works, what it tends to cost, and what to ask.

What changes under the floor when a crawl is sealed
A traditional crawl space has screened vents in the foundation and bare soil on the floor. The thinking was that outside air would carry moisture away. In a Tennessee summer the outside air is the moisture, so the vents mostly let it in.
Encapsulation reverses that. An installer lays a heavy polyethylene liner over the soil, runs it up the foundation walls and around each pier, tapes every seam, and seals the vents and the access door. With the ground and the outdoor air shut out, a dehumidifier sized for the space keeps humidity down. Where water collects after storms, a drain and sump pump go in before the liner does. The rooms above don't change, except that floors stop feeling clammy and the musty smell fades.

Half of Chattanooga's homes were built in 1976 or earlier. That is the median year built in the latest Census estimate, and 54.5% of the city's housing units date from before 1980 (U.S. Census). One in eight, 12.6%, went up in 1939 or earlier (U.S. Census).
Houses of that age were framed over vented crawls as a matter of course, often with ductwork, water lines and fiberglass batts hung below the floor. Why the summer air matters more than the rain
Chattanooga's airport, Lovell Field, averages 55.00 inches of precipitation a year: a hair more than Memphis, and three to four and a half inches more than Knoxville and Nashville under the same NOAA 1991–2020 normals. Rain gets the attention, yet a crawl that never puddles can still be wet. In July the average dew point at the airport is 68.7°F (computed from NOAA hourly normals). A supply duct, a cold water pipe, the subfloor below an air-conditioned bedroom: any of them can run colder than that, and then they bead up with water like a cold can left out on a summer porch.

Code, radon and licensing in Hamilton County
The City of Chattanooga's Land Development Office enforces the 2018 International Residential Code (City of Chattanooga). Under that code a crawl may be built without vents if the soil is completely covered by a vapor retarder, with lapped, sealed seams and edges turned up and fastened to the foundation, and if something manages the air inside; dehumidification is one of the accepted options. Ask how a proposal meets it, and ask the Land Development Office whether your scope needs a permit.
EPA's radon map puts Hamilton County in Zone 2, the middle category, where predicted average indoor screening levels fall between 2 and 4 pCi/L (EPA). The agency still wants every home tested, and testing once before sealing and again after shows whether the house needs its own radon fan.
Licensing works in two tiers in Tennessee. Jobs valued at $25,000 and up call for a state contractor's license, and Hamilton County is one of nine counties where home remodeling priced between $3,000 and $24,999 calls for a Home Improvement license (Tennessee Board for Licensing Contractors). Does an encapsulated crawl space need a dehumidifier?
It needs some way to manage the air once the vents are closed. The 2018 code Chattanooga enforces lists several, including a dehumidifier, a small exhaust fan, or conditioned air from the house system. In humid summers like ours a dehumidifier is the common choice.
Can I tell whether my crawl space is a problem without going under?
Some clues show up indoors: a musty smell near floor registers or closets, cupping in hardwood floors, sticky air in summer even with the air conditioner running, and more crickets and spiders than usual. A cheap digital hygrometer set inside the access door for a day gives you a number to go on.
Is encapsulation worth it on an older house?
Often, when the crawl is damp, the ducts sweat or the smell reaches the rooms above, because old framing has had decades of humid summers already. If your crawl stays dry and reads low on a hygrometer, a better ground liner may be all it needs, or nothing.
Will my plumber and pest inspector still be able to get in?
Yes. The access door stays usable and the liner is walked on. Ask anyone who goes under to take care with it, and patch any tear with seam tape afterward so the seal holds.
